Torquil has specialised for the past 40 years as a legal journalist focusing on comparative criminal procedure. His work has been published in The Independent, The Financial Times, The Wall Street Journal, and The New Law Journal.

He is the author of The European Constitution against the British Constitution, with a foreword by Nigel Farage MEP, and in 2010 published The Coming Tsunami, examining the differing systems of criminal justice and policing that the UK might have faced from Brussels, with a foreword by Christopher Gill, Honorary President of the Freedom Association.
